Why do we care about non-residents…because it provides an example for the police to day…well…..non residents have these restrictions, why shouldn’t residents?

I opposed these bills (now laws), ….I said a bad thing for firearm owners and others-the argument I faced was “how does this affect firearm owners” “this isn’t a gun bill” I said yes, they ARE “gun” bills and here is why….some thought the “connection” was not close enough. Well, it looks like the proof is in the pudding, one within six months I have been proven right, and one within a year later…I guess these might have been <a href="http://www.gencourt.state.nh.us/rules/register/2012/october-18-12.pdf">gun related bills</a> after all!

How is the NH Department of Safety able to essentially pass <a href="http://www.gencourt.state.nh.us/rules/state_agencies/saf-c2100.html">“law” pertaining to firearms rights</a> on their own without the legislature? It’s called Administrative Rulemaking, and it was expanded by the legislature in this past session. See below.

<a href="http://www.gencourt.state.nh.us/rsa/html/LV/541-A/541-A-12.htm">RSA 541-A:12</a> was amended effective July 13, 2012 and
<a href="http://www.gencourt.state.nh.us/rsa/html/LV/541-A/541-A-14-a.htm">RSA 541-A:14-a</a> was amended effective September 11, 2011.

What is the New Hampshire Department of Safety trying to do? It wasn’t enough to increase non resident LTC fees 400%, in an attempt to discourage non residents from having the ability to protect themselves in our state, now we want to take away their right to an administrative hearing, discourage youth who hunt with a handgun and who knows what else.
