It is easy to dismiss this story and say "that could never happen in the USA". This could be a mistake, depending on your reasons.

If you are trying to determine exactly why this poor fellow met his demise, you might consider any of the following questions:

Did the engineer who designed the dashboard electronics consider the effects of a short circuit?
Did the installer of those electronics consider those effects?
Did the police officer consider what could happen if someone was left unattended in a locked vehicle?
Did the family and friends consider what could happen if they called the cops on Mr. Slesarev for starting a brawl?
Did Mr. Slesarev consider what could happen if he drank too much, even on his birthday?

Now, back to the USA.... We feel that we have more and better rights in this country than anywhere else, don't we? But it's worth considering: which rights exercised might have spared Mr. Slesarev his life? And in line with our rights, that is, our gun rights, would Mr. Slesarev have fared better if he were armed?

There is no easy answer to this question, of course. And in fact, we have posed the question so that it only raises more questions.
